He had become governor as the Civil Rights movement was bringing sweeping changes to the South. He pledged to bring new opportunities for all citizens and to make Georgia a leader in the “New South.” He worked for government reorganization, environmental protection, tax reform and equality for all citizens. He implemented “zero-base budgeting” to eliminate waste. Job opportunities were increased for blacks and women and needed reforms were brought to Georgia’s education and criminal justice systems. By the end of his term, Jimmy Carter had decided to bring his ideals
to the American people. As a leader in the “New South,” he
forged a public career that would lead to the presidency of the United
States.
